Photochemical Modeling for Ozone Inter-Precursor Trading - Emerging Technologies


The feasibility of capital projects depends heavily on environmental permitting requirements. This is especially true in industrial areas where ambient air quality is already stressed. In an air quality area designated by the United States Environmental Protection Agency (USEPA) as non-attainment, such as the Houston-Galveston-Brazoria (HGB) ozone non-attainment area, it is required to offset new emissions with available emissions reduction credits (ERCs) obtained elsewhere. Nitrogen oxides (NOx) and volatile organic compounds (VOCs) are two regulated precursors of ozone formation in the atmosphere, the standard practice is to offset either ozone precursor with ERCs of the same pollutant (i.e., NOx credits for NOx emissions and VOCs credits for VOCs emissions). However, due to economic factors such as the high price of a pollutant’s ERCs, or its lack of availability on the market, state agencies allow inter-pollutant trading (i.e., NOx credits for VOCs emissions, or vice versa). To support this inter-pollutant trading system, state agencies and the USEPA require an air quality photochemical grid modeling analysis to demonstrate the inter-pollutant trading will not adversely affect the area’s air quality. This presentation will briefly illustrates a generally accepted approach and procedure to address inter-pollutant trading, and provide an update to the recent successful modeling and trades.
