Course Description
This workshop examines advanced topics related to quantitative optical gas imaging. Optical gas imaging (OGI) has been used as part of Leak Detection and Repair (LDAR) programs for many years as a qualitative technology. Recent advancements have enabled quantitative OGI (QOGI) methods to measure emission rates, transforming OGI from a qualitative technology to a quantitative technology. This workshop will discuss the technical basis for QOGI methods. It will also present recent studies examining the accuracy and applications for QOGI methods. Comparisons will be made to other quantitative methods (such as US EPA Method 21) in the context of an LDAR program. In addition, a thorough discussion of OGI detection limits will be examined with implications for both LDAR programs and emission inventories.

The course will review the history and evolution of visible emission measurement. Moving from Ringelman to Method 9 to the current state of the art, Alternative Method 082. The course will detail the use of the ALT 082 in the field demonstrating cost savings and data quality improvements. The course will discuss the citizen science of camera based opacity measurement and the various enforcement operations using cameras to improve data quality. The course will discuss the operations of Digital Cameras for VEE and teach the use of cameras to include proper framing and recordation of Visible Emissions to include the documentation necessary to build an sustainable observation. The course will conclude with a run down of camera options and certified tools. All attendees will receive a Digital Camera Operator for Alternative Method 082 certification that can be activated upon return to their facility.

Passive sorption tubes are no longer enough! The Governor of California signed AB-1647 into law on October 9, 2017, and the South Coast Air Quality Management District adopted Rule 1180 – Refinery Fenceline Monitoring on December 1, 2017. This rule required state-of-the-art open-path optical equipment to measure “ppb levels” of various air pollutants. This workshop will go further in depth regarding history of the technology of open-path FTIR and UV-DOAS, prior EPA testing, basic project considerations, layout and design considerations, data path management, and public reporting.
