Scott has over 15 years of air quality consulting experience. Currently, he serves as the Air Quality Program Director, providing consulting support to a variety of industries. Related work includes air permitting in twelve states including New Source Review (“NSR”), Nonattainment New Source Review (“NNSR”), Prevention of Significant Deterioration (“PSD”), and Title V. In addition, Scott has provided Railroad Commission (“RRC”) training and support for oil and gas sites, GHG Mandatory Reporting Rule (“MRR”) support, emissions modeling and health effects evaluations, emissions inventory and Toxic Release Inventory (“TRI”), regulatory applicability and compliance assessments, emission event release reporting training and documentation, and air compliance audits and due diligence.
Scott previously served as a full-time onsite consultant for a large refinery, providing day to day air quality support. Scott later participated as a member of the NSR audit team in the largest, most comprehensive environmental audit known to date at one of the largest refineries in Texas. In addition, Scott provided long term onsite support for an oil and gas exploration company with focus on permitting and regulatory analysis support in seven states. As part of this assignment, Scott was involved as an industry advocate providing strategies in dealing with proposed regulatory initiatives while working with other industry advocates to prepare comment on proposed rulemaking. He has most recently prepared strategy and implemented a complete air quality environmental program for an oil and gas production company with new operations in Texas. Finally, Scott has served as an environmental representative for a multi-national gas processing, transmission, and products storage company. At times, he has managed up to forty projects, simultaneously.
