Robert has over 11 years of air quality consulting experience from all over the US. He has provided air quality consulting support to a variety of industries. Robert’s work has focused on PSD/NSR and Title V air permitting, air dispersion modeling in support of permitting and litigation, emissions inventories, TRIs, regulatory applicability assessments (including, but not limited to, NSPS, NESHAP, MACT, and state air regulations), emission event recording and reporting, and air quality site compliance audits.
Robert routinely assists companies with air permit compliance questions and has conducted several onsite audits focusing on compliance with air regulations. Robert has managed the preparation of several air permit applications for refineries, chemical storage terminals, oil and gas facilities, and manufacturing facilities. He has also provided assistance in support of lawsuits that require an expert in air dispersion modeling. Specifically, Robert has conducted air dispersion modeling and has prepared associated reports in support of lawsuits involving chemical companies. These modeling studies focused on chemical releases into the atmosphere and assisted in determining if the general public was exposed to harmful levels of air contamination.
Robert has a MS degree in Atmospheric Sciences and a BS degree in Meteorology from Texas A&M University.
