Herman has worked in environmental areas that have ranged from due diligence, soil and ground water investigation/remediation, Title V air permitting, air compliance, NSPS and MACT compliance, and enforcement and Consent Decree support. He has specialized in the monitoring, operation, and compliance of industrial flares for the last 5 years for the refining and petrochemical sectors in the United States and Italy.
He worked to help develop the templates for the NSPS Ja Flare Management Plans (FMPs) and to prepare the FMPs for a large portion of the refinery flares. Herman also worked on multiple flare related Section 114 requests, Consent Decree language reviews, and development of CD compliance documents. Through this and other work, he has reviewed more than 250 industrial flares. This experience aided in the development and teaching of various flare courses, that ranged from 1-day beginner, 2-day advanced, to 3-day expert courses.
