Albert Kennedy has 9 years of air quality experience specializing in air dispersion modeling. Prior to joining RPS, Albert worked in environmental consulting with Trinity Consultants and for the Texas Commission on Environmental Quality on the Air Dispersion Modeling Team within the Air Permits Division. While working in consulting, Albert’s primary responsibilities have included leading efforts to obtain modeling solutions compliant with all state and federal standards for electric generating, oil and gas, petroleum refining, steel pipe manufacturing, cement manufacturing, and wood pellet manufacturing clients, among others. Albert also participated in many discussions with both TCEQ and EPA Region 6 regarding acceptable modeling methodologies for obtaining compliant modeling results. In addition, Albert has become familiar with all state modeling requirements in Louisiana, New Mexico, Mississippi, and Ohio while assisting clients in those states. While at the TCEQ, Albert audited numerous air dispersion modeling analyses conducted in support of both Minor New Source Review and Federal Prevention of Significant Deterioration air permit applications to ensure compliance with all state and federal standards. In addition, Albert participated in the development of standard permit protectiveness reviews as well as the development of revised air dispersion modeling guidelines and techniques for use by TCEQ staff, regulated entities seeking air permits, and consultants.
